One year ago, Substance reported that special education students at the Blair Early Childhood Center couldn’t get out of the building in time during a fire drill. The real thing and they would have died.
Now CPS budget figures show that the cuts against Blair and others serving special needs children were not necessary. There was no ‘deficit crisis’ as Arne Duncan had claimed. But instead of restoring special ed services, Duncan put the money in the bank.
