With the deftness, if not the agility, of a Rahm Emanuel pirouette, CPS "Chief Human Capital Officer" Alicia Winckler (above during the November 16, 2011 meeting of the Board of Education) morphed herself and her department into the "Office of Talent Development." At $205,000 per year, Winckler was being paid more in December 2011 than Arne Duncan, who served as "Chief Executive Officer" of CPS for eight years, was being paid three years earlier, in December 2008, when Barack Obama announced that Duncan was being tagged to become U.S. Secretary of Education.
