Under Illinois law, the mayor of Chicago appoints the members of the school board and the top executives in the school system. Claypool had no executive experience in education prior to his appointment in July 2015, having served at that time as Emanuel's Chief of Staff.Another proof that Chicago Mayor Rahm Emanuel and his appointed schools "Chief Executive Officer" Forrest Claypool want a confrontation with the Chicago Teachers Union this time was given on October 3, 2016, when principals received word that they will be expected to keep all schools open during the strike. Principals are supposed to get a "Webinar" on how to do it soon.
According to reliable sources, both Claypool and "Chief Education Officer" Janice Jackson are preparing to claim that schools are "open" and that children should go to their schools as if a massive strike doesn't matter. Questions of school security and instruction have not been addressed.
After the first day of the Chicago Teachers Strike of 2012, CPS officials (then the CEO was Jean Claude Brizard) consolidated the schools, opening what union officials called "Scab Schools" at various locations around the city. While some children went to the scab schools on the first day, by the third day of the strike most children were not going to "school", while principals faced a growing problem of what to do with scabs. Scabs in 2012 included school security, lunchroom, and others, whose unions had voted not to support the teachers strike.

From the CPS FAQ webpage (Strike Plan):
I am a CTU member and I want to come to work. Do I have to report to my school?
Any CTU member is welcome to work, and to do so at either at your normal school or a CPS contingency site.
If reporting to their regular school, CTU members should check in with their principal, in addition to following normal swipe in/out procedures to ensure they can be paid for the day. At other CPS sites, CTU members should check in with the principal or designated site leader and follow normal swipe in/out procedures.
Finally, CTU members who are also CPS parents and who report to work at a school site during a strike are welcome to bring their children with them.
