Chicago ripoffs of public school dollars have taken place since the original development of the city's public schools, and under dozens of mayors (note: Chicago has always -- ALWAYS -- had a school board appointed by the mayor...) the scandals have eventually been exposed to the public, often with corrective steps taken. At some points, even as late as the 1990s, CPS officials were sent to jail for their corruption.
In the 1930s, when Chicago schools learned they had to use shorthand textbooks provided by Al Capone's sidekick Billy Skidmore, no one in the Chicago mob tried to pretend it was for the "good of the children." By the 2010s, when Board of Education member Deborah Quazzo was exposed as a profiteer off CPS privatization contracts, the response of the crooks was to act hurt and give sermons about how nasty their critics are. It is a unique contribution of Rahm Emanuel that the crooks he has appointed to the Board of Education, personified by "venture capitalist" Deborah Quazzo, instead of simply hiding their heads for ripping off dollars that should go to the children, deliver hypocritical speeches about how hard they are working and why are people who don't understand them picking on them. Since the revelations that companies controlled or partly owned by Deborah Quazzo have increased contracts with the Chicago Board of Education, Board members have rushed to Quazzo's defense, often smugly denouncing Board critics in the process.
The Mafia cronies of Al Capone who profited off the schools during the 1930s were at least candid about the fact that they were crooks.
